Special meeting of Council’s Zoning and Planning Committee
HONOLULU, HAWAI‘I — The hot-button topic of short-term vacation rentals takes center stage at a special meeting of the Honolulu City Council Committee on Zoning and Planning at 9 a.m. Thursday.
The committee will take up the administration’s proposed Bill 41 (2021) and amendments proposed by Zoning and Planning Committee Chair Brandon Elefante. The legislation seeks to preserve housing for local people amid a drastic housing shortage, while also maintaining the residential character of O‘ahu’s neighborhoods and authorizing new short-term rental options in resort areas.
“With so many moving parts to this issue, it is important that all the pieces fit together cohesively,” said Committee Chair Elefante. “We welcome community input as this process is complex and multifaceted. We want to find a path forward that is fair and enforceable.”
The CD-1 attempts to clarify, simplify and reorganize Bill 41 and focus directly on issues related to short-term rentals. The CD-1 looks at many of the issues in the original bill such as the minimum rental time, the permitting and fee structure, as well as elements of enforcement, while it also includes moving some proposed legislation not related to the Land Use Ordinance, to other bills. Following this hearing, should the bill be passed out for second reading and public hearing, the legislation will return to the committee, recognizing the need to have continuing discussions on some of the other outstanding issues. This meeting will be an opportunity to move forward with elements of the bill that directly affect short-term rentals in our communities.
