BILLS & RESOLUTIONS ADOPTED

  • Bill 38, FD1, CD1 – Amending the Oʻahu Watershed Management Plan.

    “How we plan for the use, preservation and protection of our most precious natural resource today will have long-term implications for our entire community well into the future. This amendment to the East O‘ahu’s Watershed Management Plan complements our island-wide policies with regard to our watershed management areas, allowing us to more effectively protect our water resources amidst the growing threats that we have been faced with over the past few years. Effective water planning is vital for the health of our community and the sustainability of our environment, and we are committed to ensuring that we take these necessary steps to protect our water for future generations." – Council Chair Tommy Waters

  • Bill 40, CD1 – Relating to professional self-certification.

  • Bill 41, CD1 – Relating to the public spay and neuter clinics for dogs and cats.

    “This is a significant step toward alleviating the frustrations of pet owners who have been waiting for services while trying to prevent pet overpopulation, and reduce the number of free-roaming dogs and cats living outdoors. By amending Section 12-5.1, we are not only authorizing the establishment of a clinic that provides spay and neuter services, but also ensuring that these services are accessible to our community through a fee-for-service contract. The Department of Customer Services will play a crucial role in developing the administrative rules and updating the reimbursement rates that have hindered clinic participation and led to long wait times for service.” – Councilmember and Introducer Andria Tupola

  • Bill 22 – Relating to the fire code for display fireworks.

“While I recognize HFDs concerns over removing the ban on display fireworks, which our sister counties currently allow, I also believe the overwhelmingly apparent culprit in New Year's fires and injuries remains illegal aerial fireworks. The current ban on display fireworks is not only viewed as excessive in the public’s mind, but it has also escalated the use of aerial fireworks which further exacerbates an already precarious situation on New Year's Eve. Reestablishing parity with Hawaiʻi Island, Maui and Kauaʻi counties by allowing display fireworks I believe is no different from allowing firecrackers with permits, and as a side note also brings back some of the culturally relevant fun for families that we all experienced as keiki growing up in Hawaiʻi.

  • Resolution 24-222 – Renaming the Wai‘anae Boxing Gym to the Fred “Pops” Fernandez Pereira, Sr., Waiʻanae District Park Boxing Gym.

    Fred Fernandez Pereira, Sr., affectionately known as “Pops,” was a cherished leader in the Wai’anae community and the world of boxing from April 12, 1934, until his passing on April 25, 2024. In 1972, he founded the Wai‘anae Boxing Club, which became a beacon of hope for local youth, addressing issues like drug abuse and juvenile delinquency. Under his mentorship, the club produced numerous champions and taught important life lessons such as hard work and respect. To honor his profound impact, this Resolution renames the boxing gym portion of the Shinyei Nakamine Gymnasium Complex to the “Fred ‘Pops’ Fernandez Pereira, Sr., Wai’anae District Park Boxing Gym,” ensuring his legacy is remembered for generations to come.” – Councilmember and Introducer Andria Tupola

  • Resolution 24-213 – Requesting the City Administration to provide and manage recycling receptacles in City parks and recreational facilities.

    “This step provides an opportunity to both keep our parks cleaner and support more sustainable waste management. Mahalo to our Honolulu Youth Commission for your advocacy and leadership, and mahalo to the City Department of Parks and Recreation for supporting this initiative to have recycling options at our City parks.” – Housing, Sustainability, and Health Committee Chair Matt Weyer

  • Resolution 24-171 – Confirming the appointment of Jeffrey Portnoy to serve on the Civil Service Commission.

  • Resolution 24-212 – Confirming the appointment of Hazel Beck to serve on the Civil Service Commission.

  • Resolution 24-209 – Confirming the appointment of Ryan Toyomura to the Zoning Board of Appeals.

  • Resolution 24-237 – Confirming the appointment of Christina Ohira to the Zoning Board of Appeals.
