ENTERED INTO THE COUNCIL JOURNAL

●        MM-194 – From Mayor Rick Blangiardi, returning vetoed Bill 22, relating to the Fire Code. Relating to the Fire Code for display fireworks.

As was evident from today’s vote on this matter, Bill 22 is a complicated issue within our communities. I’ve received a growing number of messages from my constituents both for and against the passage of this measure, and I’m sure the same can be said for nearly all of my colleagues. The reservations of the Mayor and HFD of course gave me pause, but as the measure passed 8-1 on final reading, I believed it was my duty as Chair of the Council to allow the members one last opportunity - after conferring further with the communities that they represent - whether or not this should be law. Ultimately, I believe the communities have spoken through their elected representation today.” –  Council Chair Tommy Waters

BILLS & RESOLUTIONS ADOPTED

●        Bill 44, CD2 – Relating to traffic safety. Establishing more appropriate speed limits on certain streets.

“Bill 44, CD2 is going to help reduce accidents and protect pedestrians, cyclists, and drivers, particularly in high-risk areas like public parks and school zones. This bill ensures that speed limits on roadways within public parks and school grounds are reduced to a maximum of 20 miles per hour, with further reductions to 15 miles per hour in specific areas like Ala Moana Park Drive, Kailua Beach Park, and certain school grounds. By aligning speed limits with road conditions, we’re taking an important step toward safer streets for our community”. – Councilmember and Introducer Tyler Dos Santos-Tam

“Bill 44, CD2, is an important first step to implementing increased safety measures to protect our keiki and communities on our roadways near public schools and in city parks by authorizing the Director of Transportation Services to lower the maximum speed limit from 25 to 20 miles per hour. By making this small improvement, we not only help to safeguard our neighborhoods, but we also decrease the chances of pedestrian fatalities by more than 50%”. – Vice Chair and Introducer Esther Kiaʻāina

●        Resolution 24-242 – Urging the Hawaiʻi State Legislature to enact legislation that addresses the drastic increases in property insurance premiums and property insurance market instability.

“Resolution 24-242 urges the Hawaiʻi State Legislature to take action to stabilize the insurance market which is severely impacting homeowners, especially condominium associations, across Honolulu. The recent record-breaking climate-related disasters in 2023 and 2024 have only worsened the situation, and Hawaiʻi's unique risk profile has left many homeowners with limited options and high premiums. Rising insurance premiums could cause monthly maintenance fees to double or triple, making homeownership even more unaffordable. This resolution is a strong call to action for the Hawaiʻi State Legislature, urging them to take steps to protect our communities and make homeownership more attainable for the people of Hawaiʻi”. – Councilmember Val Okimoto

●        Resolution 24-238, CD1 – Approving and authorizing acceptance by the City of the conveyance of Government (Crown) Lands in Lualualei, Waiʻanae by the State of Hawaiʻi Department of Land and Natural Resources.

●        Resolution 24-244, CD1 – Authorizing the use of overt video monitoring to ensure a safe and secure 2024 Honolulu Marathon event.

APPOINTMENTS – RESOLUTIONS

●        Resolution 24-237 – Confirming the appointment of Christina Ohira to the Zoning Board of Appeals.

●        Resolution 24-261 – Relating to the appointment of Kehaulani Puʻu to serve on the Board of Water Supply.

●        Resolution 24-262 – Confirming the appointment of Trevor Abarzua to serve on the Board of Parks and Recreation
