Honolulu City Council Planning And The Economy Committee To Hear Bill 10 Measure Updates 30-Year Old Land Use Ordinance

(HONOLULU, HAWAI‘I) – The Honolulu City Council Committee on Planning and the Economy (P&E) will have a hearing on Bill 10 (2022), CD1, relating to the Land Use Ordinance on Thursday, March 2, 2023, at 9:00 a.m. in the Council Chambers.

The City’s Department of Planning and Permitting has been updating the Land Use Ordinance (LUO), which was adopted over 30 years ago, in phases. Bill 10 represents the second phase and was introduced to replace, revise, and update the use regulations in the LUO, including the Master Use Table, use development standards, and use definitions.

The March 2, 2023 P&E Committee meeting will focus on industrial uses, followed by future meetings to consider commercial uses and then public, civic, and institutional uses. The remaining uses that will be considered at subsequent meetings include: residential uses, agricultural uses, and miscellaneous uses.

Planning and the Economy Committee Chair Esther Kiaʻāina commented: “Bill 10 would substantially overhaul the City’s land use ordinance, the measure is lengthy and complex, and I want to ensure the Councilmembers and members of the public have sufficient time to review and provide manaʻo on each land use category. My hope is that by taking up the measure by land use category we will be able to have robust discussion on each category and achieve clarity and much needed transparency for the public.”

Honolulu City Council Chair Tommy Waters added: “Mahalo to Chair Esther Kiaʻāina and former Chair Brandon Elefante, as well as their staff, for the many hours they have dedicated to listening to stakeholders, addressing concerns, and refining this important Land Use legislation.”
