HONOLULU CITY COUNCIL APPLAUDS MAYOR BLANGIARDI’S SIGNATURE OF BILL 46 (2023) WHICH AIMS TO CURB YOUTH TOBACCO USE

HONOLULU, HI –  Honolulu City Council is pleased to announce Bill 46 (2023) has officially been signed into law, marking a significant milestone in the city’s ongoing efforts to protect the health and well-being of its youth. The new legislation, introduced by Council Chair Tommy Waters and Councilmember Matt Weyer, aims to curb youth tobacco use by banning the sale of flavored tobacco products within the city limits.

Bill 46 (2023), underscores the Council’s commitment to creating a safer environment for Honolulu’s next generation. Flavored tobacco products have long been criticized for their appeal to youth. Studies have shown flavored tobacco products increase the likelihood of youth initiation and addiction, making it essential for communities to take proactive measures against their availability.

“I am thrilled to announce that Bill 46 has been signed into law and want to mahalo Mayor Blangiardi and the Administration,” said Chair Waters. “This legislation demonstrates our unwavering dedication to the health and well-being of our keiki. By banning flavored tobacco products, we are sending a strong message that we prioritize the future of our youth and will do everything in our power to protect them from the dangers of tobacco use. The passage of Bill 46 will allow us to now focus our efforts at the State level to ensure the measure can be fully implemented.”

"The health of our young people is our greatest priority,” added Housing, Sustainability and Heath Chair Weyer.  “Bill 46 is a major step in the right direction. It is clear that flavored tobacco products are particularly attractive to our keiki, which is a grave concern for all of us. By banning the sale of these products, we are taking a significant stand against the harm they cause." 

The adoption of Bill 46 (2023) aligns with the city’s broader public health initiatives and collaborative efforts with community organizations, educators, and parents to promote a tobacco-free lifestyle among Honolulu’s youth. The City Council acknowledges the importance of education and prevention programs and will continue to work diligently to ensure every young person in Honolulu has the opportunity to lead a healthy, tobacco-free life.

While additional legislation is required at the State level for the measure to go into effect, Honolulu residents, retailers, and stakeholders are encouraged to familiarize themselves with the provisions outlined in Bill 46 (2023).
