MEASURES PASSED AT THE FULL CITY COUNCIL MEETING ON MAY 15
Resolutions Adopted
Resolution 24-50 - This resolution seeks to amend the City Charter to establish an Ocean Safety Commission for oversight and accountability, with details on organization and functions.
Resolution 24-103 - Under the Mayor’s Executive Reorganization Authority, the proposed charter amendments establish a standalone Department of Ocean Safety based on a task force's recommendation. This reorganization transfers ocean safety responsibilities from the Department of Emergency Services.
STATEMENTS:
Resolutions 24-50 and 24-103 work together to transparently and efficiently advance this important initiative aimed at improving public safety. Our dedicated lifeguards work tirelessly from dawn to dusk, safeguarding our residents and families across Oʻahu. I am grateful for the collaboration between our community, Councilmembers, and the Mayor in establishing the Department of Ocean Safety. This long-standing issue has progressed due to the collective efforts of all involved. Resolution 24-119, CD1 - Relating to the reprogramming of American Rescue Plan Act of 2021 (pub. L. 117-2), state and local fiscal recovery funds program in support of hazard pay.
STATEMENT:
We are deeply grateful to our city employees who endured the risk of exposure during the COVID-19 pandemic to maintain city services and provide critical health and safety services for all of us. For this reason, the Council intends to fulfill its promise to our employees by reprogramming the remaining ARPA funds toward hazard pay. As residential rent relief winds down post-COVID, we will work closely with the administration to better understand current needs in our community and see how other city programs can help provide the appropriate support in these difficult times. - Tommy Waters, Council Chair and Introducer
Resolution 24-115 - This resolution renames the HPD's Ke Kula Makaʻi gymnasium to "Chief Lee D. Donohue Gym" in honor of his service and community contributions and authorizes new signage.
STATEMENT:
For over 40 years, Chief Lee D. Donohue kept our community safe as a public servant with the Honolulu Police Department. Throughout his life, he dedicated his time to supporting youth recreation and student athletics. I’d like to honor his commitment to our community's well-being by renaming the Ke Kula Makaʻi gymnasium to Chief Lee D. Donohue Gym. - Councilmember Augie Tulba, Introducer
